Two sources close to Summa and the Port of Rotterdam, as well as a Russian government official,say that the authorities of the Port of Rotterdam, along with Summa Group and VTTI, a subsidiary of the Dutch oil trading company Vitol, will sign an agreement today to develop and operate a crude-oil loading terminal, the Tank Terminal Europoort West (TEW). This has been confirmed by a representative from Summa. Vitol could not be reached for comment. A spokesman from the Port of Rotterdam stated that the port's management would announce the winner of the tender today and they would then sign the agreements, However he did not name the winner or the names of those who took part in the tender.

Summa was not the only Russian company participant in the tender process, which also included Global Ports. Global Ports filed an application along with Vopak trader, its partner at the VEOS crude-oil loading terminal in Estonia. A representative from Global Ports did not provide any details about the application.

The management of the port plans for the TEW to become a hub for the transshipment of oil and oil products. It will be able to accept supertankers with a deadweight of 300,000 tons and will consist of two sections (one 45 hectares and one 10 hectares) connected by a pipeline. This will also be constructed by the winner, according to the port.

Summa is not divulging the size of its investment nor the specifics of its application. According to Nikolay Solabuto, BCS’s
asset manager, between $300 and $350 million will be invested in the TEW. Citing sources that are familiar with Summa's plans, Reuters suggest that as much as $1 billion may be invested.

Sources close to Summa said that in order to win the tender, last spring the group bought a company with construction experience at the Port of Rotterdam. Stroinovatsiya, a subsidiary of Summa Group, purchased a 61% stake in the Czech company OKZ Holding. In its press release regarding this purchase, Summa noted that OKZ will participate in the tender for contracts to build terminals throughout Europe. But a representative from Summa did not say whether or not OKZ is taking part in the construction.

According to Aleksey Bezborodov, the General Director of Infranews, the TEW may be able to reload 70 million tons of oil per year. That will make it possible to increase the amount of oil transferred through Rotterdam (see insertion). “By launching TEW, Summa and Vitol will be able to ship oil to themselves that is currently being transferred through small terminals in the North Sea,” added Bezborodov.

Solabuto notes that due to the fact that almost all the oil from the Primorsk Trade Port (PTP, controlled by Summa and Transneft) is shipped to Rotterdam, the construction of the crude-oil loading terminal is considered to be economically viable. By transshipping the exported soil, Summa will have the opportunity to make money not only by shipping to the PTP, but also by unloading oil for European customers.

Bezborodov stated that most of this oil is exported by Gunvor, but that Vitol is a better partner for Summa. Vitol has already constructed two terminals in Rotterdam, which it also manages.
