APEC was established in 1989 to promote free trade and economic cooperation between countries in the Pacific Rim. It works to improve growth in levels of education and prosperity in the region, as well as to foster a sense of community among the Asia-Pacific countries. Members account for approximately 40% of the world’s population and about 54% of the world’s GDP.
Russia has been a member of APEC since 1998.
